dc.description	Developing a nuclear power programme is a major undertaking requiring a long term commitment. Simply building a nuclear power plant (NPP) is insufficient to ensure that it will operate effectively and sustainably and meet safety, security and safeguards requirements. The necessary institutional, human and physical infrastructure to license, construct, operate and regulate an NPP must first be built. A demonstrated government commitment to the development and maintenance of such infrastructure sends an important signal to stakeholders and potential project investors and reduces construction and operational risk.	en_US
