Abstract:	The objective of this publication is to provide guidance to States on planning, implementing and evaluating systems and measures to detect at State borders nuclear and other radioactive material out of regulatory control. 1.9. This publication is intended to be used by national competent authorities and other organizations responsible for developing, designing, implementing and sustaining detection systems and measures at State borders, such as border protection authorities, customs authorities, national or local law enforcement agencies, regulatory bodies, national postal administrations and civil aviation authorities.
