Abstract: EMERGING ISSUES IN THE NUCLEAR ENERGYWORLD: THE WORLD NUCLEAR UNIVERSITY OTTAWA 2008 EXPERIENCE The seminar highlighted the 2008 world nuclear university summer institute experience with special focus on emerging issues in the nuclear world. The flashpoints of the seminar included encouraging colleagues to participate in future WNU summer institutes, highlighting the challenges faced and lessons learnt during the SI experience and fostering useful recommendations to the NNRA. The World Nuclear University is a global partnership of educational institutions and various international nuclear bodies committed to enhancing education and leadership within the circles of nuclear science and technology with a vision to inspire and build a new generation of nuclear leaders. The World Nuclear University (WNU), with its multinational secretariat, the WNU Coordinating Centre (WNUCC) in London has in achieving its lofty aims organized summer institute programs, with the 2008 experience being the fifth edition which featured 167 participants and various relevant topics spread around a time period of six weeks. The first week touched on the topic of climate change, non-nuclear energy sources, new energy technologies, a holistic global survey of nuclear energy politics and non energetic applications of nuclear resources in key areas of human endeavors such as Nuclear Medicine, Food and Agriculture. Within the framework of the above named topic other relevant sub-topics necessary were also studied and discussed. The flashpoints of the second week dealt with Uranium mining operations, Next generation of nuclear reactors, advanced nuclear fuel cycle, Decommissioning among others. The third week featured practical tours to various nuclear facilities. The crux of the fourth week of the experience discussed those aspects of nuclear regulation pertaining to safeguards, licensing procedures and public communication in line with IAEA standards. In the fifth week, safeguards and non-proliferation were viewed from a global perspective with emphasis on the economic background of nuclear energy and the various issues crucial to its success. Furthermore radiation protection and export controls were also extensively discussed. Other issues that were also reviewed in the course of the summer institute experience include human resource training for nuclear operators, safer storage measures for nuclear waste, and nuclear educational issues among others. It was noted that the major issue facing the NNRA was public acceptance of nuclear energy and in a bid to boost the NNRA’s position from the lessons of the 2008 WNU SI summit it was recommended that the NNRA should Embrace the Multilateral Design Evaluation Program (MDEP) to enhance multilateral cooperation and knowledge in design and regulation of nuclear reactors, explore areas of nuclear cooperation with the Canadian stakeholders in nuclear energy on capacity building for its regulators amongst others and to send its Regulatory Personnel to CERT Zaria for a long term internship.
