Abstract: | Safety and security serve a common objective, the protection of the public and the environment. The process of authorization/licensing comprised of some basic principles. The process is similar to what NNRA is doing to authorize other practice except that we have preparing to Licence nuclear facilities. Safety is first considered at the planning (siting) stage, while security takes preeminence at design stage .that is before arrival of Nuclear Material Safety can only be verified after commissioning. Siting consist of the following steps; Site Selection and Site Evaluation upon which regulatory authorization is issued after assessments. Security Plan is the primary regulatory authorization basis for NS throughout a facility lifetime; it describe all element of facility’s Physical Protection System (PPS), which is based on the Design Basis Threat (DBT). A DBT describes the capabilities of potential insider and external adversaries who might attempt unauthorized removal of nuclear and other radioactive material or sabotage. List of codes and standard refers to requirements and regulations agreed on by the Competent Authority and Licensee. Licensee is responsible for developing PPS and implementing Physical Protection Measures (PPM) PPM consists of the personnel, procedures and equipment while PPS is an integrated set of PPM intended to prevent completion of a malicious act. For site selection the Regulatory Body (RB) should verify the following aspects; geologic and hydrologic status, data obtained by licensee during site selection process has been or will be used to make decision to select or not to select a specific site. Review for site evaluation is the evaluation of site characteristics which provide assurance that adequate PPS and associated nuclear security measures can be develop to meet applicable requirement and also addresses the physical dimension of Nuclear Facility and it surrounding. Site characteristics include; Site location, potential hazards in site vicinity, potential accidents, Regional climatology, Floods, flood on streams and rivers, dam failure, tsunami flooding and tsunami hazards, Ice effects, Geologic and seismic information, Vibratory ground motion Description for the site characteristics should indicate that space exist for design and implementation of the security plan i.e the construction and installation of; physical barrier etc Description of the site characteristics may require measures to control approaches to facility By Akinnukawe Akindele |
