Description:	One of the main elements of the strategic approach is to encourage and support the development and implementation of national strategies for building competence through education and training, the importance of which has also been emphasized by General Conference resolutions every year since 2010. Within this framework, the Steering Committee recommended that the IAEA give high priority to the development of the tools and guidance necessary to support Member States in establishing and implementing national strategies for building competence in radiation, transport and waste safety through education and training. This publication has been prepared in response to this recommendation
